Newham Partnership Board
Purpose of committee
The Newham Partnership Board is the strategic decision making body for ‘Newham Partnership’, which is the Local Strategic Partnership (LSP) for the borough. The membership reflects the broad range of partner organisations from the public, business and voluntary sectors who are involved in delivering the Partnership’s vision for Newham. The Newham Partnership Board oversees the Partnership Action Boards. The Board is chaired by the Mayor of Newham, Sir Robin Wales.
The terms of reference for the Newham Partnership Board are as follows:
a) to ensure Newham Partnership’s overall aims and terms of reference are fulfilled and to agree its constitution;
b) to act on behalf of Newham Partnership as the executive body i.e. to take decisions requiring formal approval on behalf of the LSP, and to recommend these decisions to the Council or its executive for confirmation or amendment in its role as the accountable body;
c) to direct and oversee the Newham Partnership family and to receive reports and feedback from them;
d) to agree and review on an annual basis the membership of the NPB and the Newham Partnership Family as a whole;
e) to take a strategic overview of the Sustainable Community Strategy and the Local Area Agreement;
f) to oversee with the Chief Officers Group the strategic direction and alignment of plans and to ensure that partnerships and initiatives within Newham are consistent with Newham Partnership’s purpose and objectives;
g) with the support of the Chief Officers Group, be forward thinking, aware of the changing national policy agenda and to intervene positively across the partnership to influence policy and innovation
h) to review and agree, in consultation with the Newham Partnership family, the LAA priorities, outcomes and funding;
i) to commission new spending programmes against the LAA priority outcomes;
j) to performance monitor all partners in relation to the LAA performance framework, ensuring value for money and the delivery of targets;
k) to generate a core agenda for all LAPBs and the partnership as a whole and to monitor the LAPBs through delegated responsibilities.
