Welcome and introductions Minutes: |

Management of the business of the meeting The Chair will agree with the Members the arrangement of the meeting, including the order of business, confirmation of agenda items and apologies for absence. Minutes: The Commission agreed the order of business. |

Declaration of interest This is the time for members to declare any interest they may have in any matter being considered at this meeting. The Code of Conduct is set out in Part 5.1 of the Council’s Constitution and advice is attached.

The Minutes of the meeting held on the 26th June 2012 are attached for approval. Minutes: The minutes of the last meeting were agreed as correct.
It was noted and agreed by the Overview and Scrutiny Committee that Councillor Brian Collier had been elected as Deputy Chair of the Crime and Disorder Scrutiny Commission and that, in light of the fact that the previous Overview and Scrutiny Committee meeting had agreed the membership of the four standing Scrutiny Commissions, the other Commissions could now elect Deputy Chairs at their first meetings after the Olympics. The Deputy Chairs would be invited to Overview and Scrutiny Meetings as usual.

Scrutiny service contingencies during the Olympics The Committee will discuss the service contingencies for Overview and Scrutiny during the Olympics. Minutes: Cllr Sparrowhawk said that he would continue to sign off exemptions during the period of the Olympics. This was agreed by the Committee. |

Scrutiny Work Programme 2012/2013 The Committee are asked to discuss and agree the Work Programme for Scrutiny 2012/2013. Minutes: The Work Programme was agreed. |

The Executive Forward Plan - Edition 122 Period 1st June 2012 to 31st October 2012 A copy of the Executive forward plan was circulated to Members under separate cover. Members are requested to bring a copy to the meeting.
The Overview and Scrutiny Committee has a statutory role in monitoring the Executive forward plan. Members may wish to consider in advance of the meeting whether entries in the plan:-
- have included all key decisions recently published. - include provision for consulting this Committee where appropriate, i-e on budget and policy framework documents. - warrant early discussion with the Mayor prior to decision being made.
Members are requested to notify the Head of Overview and Scrutiny as soon as possible and certainly by the Friday before the meeting if they wish to raise any such issues.
