Following introductions, the Chair welcomed everyone to the meeting, explained the procedure to be followed.

The following were present at the hearing:

Members of the Licensing (2003 Act) Sub-Committee was asked to consider

7 time limited seasonal variations applications to extend the hours for playing of recorded music (indoors); the provision of late night refreshment (indoors), and the supply of alcohol (on and off premises) from Monday 16 July 2012 to Sunday 16 September 2012 in connection with the Olympic and Pararlympics Games.

The premises located in Westfields E20 were:

• Franco Manca – 203 The Balcony
• Las Iguanas – 315 -316, The Loft Westfield E20
• Cabana, 5 Chestnut Plaza, Westfield
• Tortilla, 212b The Balcony, Westfield
• Café Concerto, 201 The Balcony, Westfield
• Gourmet Burger Kitchen, 301 The Balcony, Westfield
• Pizza Express, 307 The Balcony, Westfield

Although, 7 individual applications, the Sub-Committee agreed to consider all together, as the applications and representations were identical.

David Dadds, Legal representative for Pubwatch, advised the meeting that his clients had received a letter from the Licensing team, advising that all parties needed to be present.  He expressed concern that not all the applicants were present, and asked if there was a different rule for Westfield.

The Chair advised that this was not a court of law.  Mr John Chislett, Senior Officer (Licensing), LB Newham agreed to revise future letters.

Mr Chislett presented the report and advised the Sub-Committee that applications for new premises (listed above) licences had been received by the Licensing Authority on 16 April 2012 for:

Time Limited Seasonal variation to extend the hours for the playing of recorded music (indoors); Provision of late night refreshment (indoors) and Supply of alcohol (on and off the premises) from Monday 16th July 2012 to Sunday 16th September 2012 in connection with the Olympic and Paralympic Games.

• Monday to Sunday 06.00 hours to 01.00 hours the days following

Time Limited Seasonal variation to extend the opening and closing times from

Monday 16th July 2012 to Sunday 16th September 2012 in connection with the Olympic and Paralympic Games.

No other changes to the existing licence have been applied for. A copy of the existing premises licence was attached as Appendix B of the agenda.

The Chair asked for clarification on off premises and the demarked area.  Mr Alun Thomas, Legal representative for Westfield replied that the sales of alcohol would not be outside the premises
