The Chair apologised for the delay to the start of the meeting.
Following introductions, the Chair welcomed everyone to the meeting and explained the procedure to be followed. The following were present at the hearing:
Members of the Licensing (2003 Act) Sub-Committee was asked to consider and determine an application for a new premises licence for:
83 Katherine Road, East Ham E6 and any valid representations made.
Mr John Chislett presented the report and advised the Sub-Committee that application for new premises licence had been received by the Licensing Authority on 19 March 2012. The application was for the sale of:
Supply of alcohol (Off the premises)
Monday to Saturday 10:00 hours to 20:00 hours Sunday 11:00 hours to 16:00 hours
Premises opening and closing times
Monday to Saturday 10:00 hours to 20:00 hours Sunday 11:00 hours to 16:00
In response to a question from Councillor Crawford, Mr Chislett advised that the premises were in the Cumulative Impact Zone (CIZ).
There were no questions from the applicant to Mr Chislett.
PC Sanj Padda outlined the representations from the Metropolitan Police in respect of the application, as outlined on page 23 on the agenda, on the grounds of prevention of crime and disorder.
Councillor Crawford commented that it appeared to be a family store with no negative history, and asked if the police considered that the sales of alcohol would create additional anti-social behaviour in the area.
PC Padda advised that Katherine Road had a history of anti-social behaviour, in particular street drinkers. There was a lot of pressure on traders to sell alcohol.
Bernie Tweed, outlined the representations from the Trading Standard Services in respect of the application, as outlined on page 24 on the agenda, on the grounds of protection of children from harm.
In response to a question from Councillor Crawford, PC Padda said that if the Sub-Committee was minded to grant the license, they would wish additional conditions to be accepted. (A copy of the conditions was passed to the Chair).
The Sub-Committee agreed a short adjournment to allow PC Padda to discuss the conditions with the applicant.
Councillor Crawford asked if the applicant had contacted the police to discuss the application, PC Padda replied no.
In response to a question from Councillor Crawford, it was confirmed that the conditions were agreeable to the applicant.
Ms Tweed commented that there was no mention of Challenge 25 or a Refusal book.
The applicant explained that they were unaware what training was needed, but were aware of the Challenge polices and had used a refusal book previously.
